EXT_disjoint_timer_query stopped being exposed on Linux Intel

Issue description

Starting from the build: https://build.chromium.org/p/chromium.gpu.fyi/builders/Linux%20Debug%20%28Intel%20HD%20530%29/builds/263

The Linux Intel bots are failing the EXT_disjoint_timer_query extension check. There doesn't seem to be any related commit in the blamelist.

What's weird is that entry 143 of the GPU driver bug list disables this extension so it looks as if it should have never worked.

I am not able to get the EXT_disjoint_timer query exposed on my Carbon X1 even with the good revision from the bot above. From what I understand the test is for the presence of the extension, and it should never have been exposed on the bots.
