Regression: Browser crash is seen after any action on dragged 'Settings' links of ‘Sync confirmation’ overlay

Issue description

Chrome Version:57.0.2987.19 (Official Build) d94cb0717590151019fcbaf56f450eb3a09ca344-refs/branch-heads/2987@{#209}-32/64 bit
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12),Linux 14.04

Steps:
1. Launch Chrome, navigate chrome://settings and click on 'Sign in to Chrome' button
2. Enter valid email id and password and proceed till ‘Sync confirmation’ overlay appears
3. Drag the 'Settings' links to NTP, ‘Sync confirmation’ overlay opens on NTP then click on 'Undo' button
4. Now perform some action and observe.

Actual: Browser crash is seen after dragging 'Settings' links of ‘Sync confirmation’ overlay and performing any actions

Expected: Browser should not crash

This is a regression issue broken in ‘M-51’, below is bisect info.

Good build : 51.0.2700.0
Bad build : 51.0.2702.0
