Regression: 'Learn more' link is seen misplaced in chrome://md-settings/search page.

OS: Chrome

What steps will reproduce the problem?
(1)Launch chrome >> Navigate to chrome://md-settings/search page
(2)Now observe learn more link at 'Enable "Ok Google" to start a voice search' option

Expected: Learn more link should not be misplaced.
Actual: Instead learn more link is seen misplaced.

This is regression issue as no such misplacement of learn more link is seen in 57.0.2974.0/9162.0.0 dev channel peppy.

I suspect this is an artifact of switching to toggle buttons.
