What steps will reproduce the problem?
(1)Launch chrome and navigate to https://29a.ch/2010/10/23/html5-water-ripples-demo
(2)Click on demo,maximize the window right click inspect,click on "customize and control devtools" > more tools >Layers.
(3)Now hover mouse inside the layout and observe.

Actual: Weird flickering of layout is seen after mouse hover.

Expected: No such flickering should be seen after mouse hover.

This is a Non-regression issue seen from 'M57' series i.e (57.0.2928.0) as 'Layers' feature is newly introduced in DevTools
