Issue descriptionVersion: 57.0.2987.19 d94cb0717590151019fcbaf56f450eb3a09ca344-refs/branch-heads/2987@{#209} (64-bit) OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1) URL : http://unec.edu.az/application/uploads/2014/12/pdf-sample.pdf What steps will reproduce the problem? 1. Launch chrome, navigate to above url. 2. Now open devtools window by using mouse right click and immediately click on 'Customize and control devtools' button in top RHS,observe Actual: Delay is seen while opening and closing 'Customize and control Devtools' options list Expected: Delay should not be seen while opening and closing 'Customize and control Devtools' options list This is regression issue, broken in ‘M 57’ and will soon update other info : Good build:57.0.2986.0 Bad build: 57.0.2987.0

You are probably looking for a change made after 444928 (known good), but no later than 444929 (first known bad). Gentle Ping, Able to reproduce the issue on canary version 58.0.2998.0 on Windows 10, MAC 10.12.2. @einbinder: Issue is tagged with M57 and a blocker label. M57 is set be launched to beta soon. Could you please take a look into it. Thanks.!

A friendly reminder that M57 Stable is launch is coming soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Thank you!

URGENT - PTAL ASAP. We're getting VERY close to M57 Stable promotion. And this issue is marked as M57 stable release blocker. Pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Know that this issue shouldn't block the release? Remove the ReleaseBlock-Stable label or move to M58. Thank you.
