USB lacking - poor performance for LEGO MINDSTORMS Education EV3

Reported by kristian...@gmail.com, Jan 31 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9000.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.79 Safari/537.36
Platform: 9000.76.0 (Official Build) beta-channel peppy

Steps to reproduce the problem:
1. Open LEGO MINDSTORMS Education EV3
2. Goto programming Canvas
3. Insert powered-up EV3 with attached sensors
4. See that sensor values are veeerrrryyyy delayed compared to normal Bluetooth connections

What is the expected behavior?
Sensors are updated as fast as Bluetooth. This worked under Chrome OS 54

What went wrong?
Someone changed the low-level USB handling so it lacks.

Did this work before? Yes ChromeOS 54

Does this work in other browsers? N/A

Chrome version: 56.0.2924.79 Channel: beta
OS Version: 9000.76.0
Flash Version: 24.0.0.194

Children at schools that use the LEGO software will be affected

It must be attached using a USB cable :-)
The app uses chrome.hid.send and chrome.hid.receive for the USB communication
This bug is also on chromeOS 55: https://bugs.chromium.org/p/chromium/issues/detail?id=687068
