I don't think this is related to my jitter buffer CL, I don't think this has anything to do with any recent webrtc CL since no webrtc roll was in the commit range.

hta@: You have recently been landing changes relating to H264 assembly. This metric seems H264-related. Could this be related to that? In that case, is this regression expected.

I think this is the same as issue https://bugs.chromium.org/p/chromium/issues/detail?id=682152, which was recently resolved as WontFix.

Bumps on the graph correlate closely with landing, revert and reland of a media recorder cl, which may change the codec choice.
