r.browser.k@ - simple WebView.apk, which you attached can't be opened (it shows in the list of Android Apps though). I have tried on Nexus 6P(6.0.1/MOB31V) with steps #1 using our browser on 56.0.2924.78 & 57.0.2987.38. It gives webpage not available error. It is not even working on older WebView:53.0.2785.124. Did it ever worked for you in the previous Webview builds ? If so, which builds ? What device are you using? Thanks!

I'm not familiar with that code. dgozman@ do you know what this means (whether it's an error with the page or with the browser)?

When I load map.yahoo.co.jp using the WebView shell and WebView version 61.0.3163.81 I just get a 'Webpage not available', net::ERR_UNKNOWN_URL_SCHEME error.

Sounds like a problem with web page (or WebView setup). DevTools hints on image/gif resource being used as Document (and probably failing to render because of that). I am not a WebView expert though. Try using Network panel in DevTools to see what comes over network.
