[Sync] USS chrome://about-sync type counts are sometimes wrong

It seems that our status counters have a race condition in them. It seems DeviceInfo is getting lucky that it comes quite late. When testing with Autofill

Fairly often I would get a count of 0. I think this is because Autofill is very early (#6) and exhibits different behavior in the face of this race.

Status: Fixed (was: Started)
Not sure why https://codereview.chromium.org/2666023002/ being committed didn't result in the commit message getting added to this bug. This is fixed now, resolving.
