When there is internet connectivity, the Kiosk session will try to check and download the latest version of the app before launching the app.

If for some reason, the network is flaky or CWS is explicitly blocked, the retry will happen with exponential back-off that will make the device to go to stand-by mode before launching the app.

We may need to limit the # of retires so that the app will launch before the device entering stand-by.

This is an edge case and may require security approval.
