cancelled builds should not be treated as infra failures

Project Member Reported by estaab@chromium.org, Jan 31 2017

Issue description

Currently we alert on a high rate of infra failures and cancelled builds are treated as infra failures. Since we alert on high infra failures we page when master restarts happen, which arguably shouldn't since cancellations are explicit and desired.

We should have a different result type for cancelled builds that doesn't result in alerting or count against out SLA metrics.

Components: -Infra>Monitoring
Labels: Ops-AddMonitoring
Removing Infra>Monitoring since this is a Buildbot related alert modification. Please reserve Infra>Monitoring for monitoring (ts_mon and event_mon) bugs. Added Ops-AddMonitoring label to track monitoring related tasks.
