cancelled builds should not be treated as infra failures |

Issue descriptionCurrently we alert on a high rate of infra failures and cancelled builds are treated as infra failures. Since we alert on high infra failures we page when master restarts happen, which arguably shouldn't since cancellations are explicit and desired. We should have a different result type for cancelled builds that doesn't result in alerting or count against out SLA metrics.
