SOM sometimes loses all chromium.perf data

It's intermittent. I'm not sure what's causing it; theory is timeouts in CBE, but I haven't see that happen in logs. Will add more logs and investigate.

Ok, it looks like it's CBE having issues with the app engine response size. Switching to milo would fix this.

I think i'll just close this for now :/ Don't think it's worth switching to milo in alerts_dispatcher, when we're going to move that logic to app engine.
