Enforce Minimum Key Size from the Baseline Requirements |

Issue descriptionThe Baseline Requirements have required that: - New intermediates issued since Dec 31 2010 be of 2048-bits or greater (if RSA) - New leaves issued with a validity period ending after 31 December 2013 be of 2048-bits or greater We can and should enforce that in Chrome, rejecting weaker keys as week.

This issue has been automatically relabelled type=task because type=launch-owp issues are now officially deprecated. The deprecation is because they were creating confusion about how to get launch approvals, which should be instead done via type=launch issues.
