Investigate EarlGrey context menu problems

EarlGrey seems to fail to synchronize some context menu items. It was more common on iOS 9, but may also be on iOS 10.

An example is ToolbarTestCase.testCopyPasteURL, where it fails to see the "Paste" context menu, which is visible.

Lindsay, I'm not sure if there's a better person to assign EG infra improvement issues to.  Please reassign if you aren't the right person to handle this.
