Double-clicking on the "Change picture" options page should close the overlay

What steps will reproduce the problem?
1. Open chrome://md-settings/ -> People section 
2. Click on Profile picture to open 'Change Picture' page
2. Double click on an image

What is the expected result?
In old settings, profile pic is updated, Change Picture page is closed and redirected to settings page. 

What happens instead?
Profile pic is updated, but still remains on Change Picture page

the new version of this UI is not in a modal dialog, so double-clicking having a "submit" action doesn't really make sense
