Issue descriptionChrome Version: Version 56.0.2924.76 (64-bit) Chrome OS Version: <From about:version: Platform x.x.x.x> Chrome OS Platform: Windows Network info: <network, encryption type, router model (if known)> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1)Open url-http://zulip.readthedocs.io/en/latest/readme-symlink.html and pin it. (2)close chrome.Reopen it again. (3)I receive my internet connection through cyberoam portal at my college LNMIIT. (4)Instead of showing the real website it shows the webportal of LNMIIT. Expected Result:Must show what is at that url. Actual Result:Shows LNMIIT portal instead website.Where with other websites everything is normal. How frequently does this problem reproduce? Always What is the impact to the user, and is there a workaround? There is no way to go back to that url so its very hard if its important. Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Not related to the NTP. This sounds like a captive portal kinda thing, I'm guessing there's probably nothing Chrome can do about it.
