Steps to reproduce the problem:
1. Have "continue where you left off" enabled
2. Have multiple windows open, at least one minimized
3. Close chromium in one open window
4. Restart chromium

What is the expected behavior?
Windows restore due to their saved state. Previous open windows will be open, previous minimized windows will be minimized.

What went wrong?
ALL windows restore open. The "minimized-status" of windows is not restored

And this in addition turns stress on the system, when you restore with lots of minimized windows, that suddenly become all open/maximized.
