Better handling when updates succeed but appear to fail

In  issue 685960 , we have a case where an on-demand update succeeds but appears to fail. In case this ever happens again, it might be nice if VersionUpdaterWin::OnError tried IsUpdatePendingRestart anyway and showed the restart prompt if an update is pending.
