Summary: Do not call WindowProxy::disposeContext() before initialization (was: [Missing Tests]: binding: Changes failing CHECKs to DCHECKs.)
We still don't know how it happens, so we can't make tests for the moment.
It depends on the reason what type test we should add.

The CL is replacing CHECK with DCHECK.  No need to make a test.
