CT log auditing: Log to NetLog

The current code for auditing Certificate Transparency logs (SingleTreeTracker / TreeStateTracker) does not use the NetLog.

In particular, it does not log success/failure of audits.

We should add those NetLog events, which will make testing that the NetLog is wired correctly much easier.
