Regression:Focus is seen missing while tabbing the chrome://md-settings page

Issue description

Chrome Version: 58.0.2997.0 dev
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome, Navigate to Chrome://md-settings page.
(2)press shift+tab and click on enter left side overlay should display and then press tab focus should be seen in the md-settings page.


Expected Result:Focus should be seen in the md-setting page while tabbing.
Actual Result:Focus is seen missing in the page while tabbing

This is a regression issue broken in M-57.

The current behavior is more correct. Tabbing to items behind the side nav is incorrect behavior.

 Issue 633858  tracks the changes that are still needed to get correct functionality.
