Regression:Content is seen chopped in undock into separate window of Dev tools

Issue description

Chrome Version: 58.0.2996.0 dev
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome, Navigate to NTP->> open Devtools.
(2)Click on customize and control DevTools, undock into separate window.
(3)Resize the window and Click on three dot menu and observe the content in the overlay(refer Video).

Expected Result:Content in three dot menu overlay should display  properly.
Actual Result:Content in three dot menu is seen chopped.

This is a regression issue broken in M-58.

Using the per-revision bisect providing the bisect results,
Good Build-57.0.2987.0 (revision :444943)
Bad Build-58.0.2988.0 (revision :445272)

You are probably looking for a change made after 445212 (known good), but no later than 445213 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

This happens on very narrow undocked DevTools, and is not worth fixing.
