OS:Windows (7,8,10), Mac (10.12.1, 10.11.6), Linux (14.04 LTS) 

What steps will reproduce the problem?
1. Launch chrome,Open NTP and Open Devtools.
2. Click on Customize and Control Devtools and click on Dock to left icon.
3. Again click on Customize and Control Devtools and hover on 'Dock to bottom' and 'Dock to right icon', Observe tooltip.

Actual: Tooltip is seen chopped after step 3.
Expected: Tooltip should be proper.

This is regression issue, broken in 'M 58' and below is manual bisect info:
Good build:57.0.2987.18
Bad build:58.0.2988.0
