What steps will reproduce the problem?
(1)Launch chrome and navigate to https://msu.edu/~urban/sme865/resources/embedded_pdf.html
(2)Click on 'print' button,scroll down the page using mouse wheel via middle mouse click,observe
(3)Now again scroll up the page via mouse wheel and observe arrow 

Actual: Down arrow appears even after scrolling the pdf page upwards via mouse wheel.

Expected: Up arrow should appear while scrolling the pdf page upwards via mouse wheel.

This is a Non-regression issue seen from 'M44' i.e. 44.0.2358.0 

Note: 
1.Issue not seen on Mac & Linux OS.
2.Unable to provide screencast as not able to capture scroll behaviour.
