Regression: Unnecessary 'Cast tab' option is seen instead of 'Cast to' on opening cast for second time.

Chrome Version: 57.0.2987.18 (Official Build) ad76d4a118911f50fc0aa39ff30b18faf05eff55-refs/branch-heads/2987@{#164} (32/64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

Steps:
1. Launch Chrome and open Cast overlay on NTP via context menu
2. Click on 'Cast to', then click on 'Cast tab' or 'Cast desktop' and close the cast overlay
3. Again open Cast overlay via context menu and observe

Actual: Unnecessary 'Cast tab' option is seen instead of 'Cast to' on opening the cast overlay for second time.

Expected: 'Cast to' option should be seen on opening the cast overlay for every new instance.

This is regression issue broken in M-57 and will soon update bisect info :

We might want to handle the NTP specifically as I'm not sure the override makes sense there.  Thoughts Stephen?

We could blacklist the override on NTP, but that's hardly a high priority.
