Was able to repro this in M56 and M57.

Repro steps:
1. Enable ChromeVox Next
2. Select address and search bar and type a word.
3. ctrl + a to select the text and ctrl + c to copy it.  Hear "<word> selected" and "copy .", instead of "copy <word>".
4. ctrl+v to paste - does nothing.

Interestingly, selecting just part of the word (i.e. not the entire line) behaves differently.  The copy command reads out "copy <partial word>" as expected.  On the first ctrl + v, nothing is pasted and "unselected" is heard.  The word is unselected also.  Then on the second ctrl + v, paste works for the partial word.

I was able to reproduce this bug with other inputs as well, and sometimes the selected text was deleted instead, as though replacing the selected text with an empty paste.  It seems to be a problem with copying more than a problem with pasting.

Without ChromeVox, no problems were found.

I'm pretty sure that the original reproduction is inside of the webpage and not the address bar. This is a known issue with selection.

The reproduction would be something like:
- navigate to google.com
- Search+S on "advertising link"
- Ctrl+C

expected:
advertising copied.

This bug is blocked on Blink accessibility issues with selection.

I am no longer able to reproduce this on 71. I am able to copy text from multiple webpages and paste them into edit fields with Ctrl V and things are working with ChromeVox. Please reopen if you are still experiencing this issue.
