Cannot copy parts of text that are hyperlinked

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.76 Safari/537.36

Steps to reproduce the problem:
1. Visit https://www.mail-archive.com/debian-bugs-dist@lists.debian.org/msg1492806.html
2. Attempt to copy the word "852151" with the mouse in only one step.

What is the expected behavior?

What went wrong?
Unable to copy just that text. Can only copy more text or no text.

Did this work before? No

AFAIK the only browser that allowed copying portion of a link text by clicking-and-moving the mouse cursor horizontally was the old Opera before it became a chromium fork.

I doubt this will be implemented any time soon in Chrome (IIRC the feature was suggested and declined many years ago) so in order not to be frustrated you can use a userscript like https://greasyfork.org/en/scripts/789-select-text-inside-a-link-like-opera or maybe an extension.

The ALT trick just grabs the whole page and moves it off the screen for me in Linux.

Able to reproduce this issue on windows 10,Ubuntu 14.04 and Mac 10.12.2 using chrome stable M56-56.0.2924.87
and earlier version of chrome M30-30.0.1549.0. This is a non-regression issue and marking it as untriaged.

Attempting to copy text should always be able to be distinguished from other actions

1. Visit

2. Attempt, with the mouse, to copy ONLY the words "Bug#861057" from the
top left of the screen, no more, no less.

3. I propose that the Browser should be able to detect the user is
trying to just copy those words, without the user needing to change his
copying habits, despite the particular HTML on that page.

Simple thinking on the Browsers part no matter if he sweeps in from the
right or left might think he is trying to do something else. But all in
all it still can be distinguished that he is trying to copy that exact
area of text and not some different action.

Version 58.0.3029.81 built on Debian 9.0, running on Debian 9.0 (64-bit)
