Open file dialog prevents selection and/or display of specific MIME/media types

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.76 Safari/537.36

Steps to reproduce the problem:
1. Open the attached file in Chrome (open_types_test.html)
2. Click on the "Choose File" button in each example.
3. (optionally) Click on the file type list box in the Open file dialog box / window. Take note of what is displayed.

What is the expected behavior?
1. The correct strings / names of the MIME types are displayed in the list box (lower right-hand side of the Open dialog box).
2. Multiple types can be filtered through, by selecting the appropriate type from the list box.

What went wrong?
1. MIME types are not displayed in the list box (lower right-hand side) for several common file types. However, the files themselves will still be displayed OK.
2: Specific types cannot be filtered for when combined with other file types (see the PDF & MS Word example for a typical scenario of document uploads containing both text and images)

Chrome version: 56.0.2924.76  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 24.0 r0

Updated to include other common MIME types. Interesting to note that on my system, Firefox displays HTML files as "Chrome HTML Document". I suspect that Firefox is designed to take these type labels from the Windows registry, whereas Google Chrome does not appear to do this.

Able to reproduce the issue on windows 7, Mac-10.12.2 and Linux Ubuntu-14.04 using chrome stable version 56.0.2924.87 and latest Canary-58.0.3017.0.
This is non regression issue observed from M30 #30.0.1550.0 to latest Canary.Hence marking this issue as 'Untriaged' to get more inputs from dev team.
