File Input type in Extension Background does not open File Dialog on Click event

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:51.0) Gecko/20100101 Firefox/51.0

Steps to reproduce the problem:
1. Unzip 'chrome-test.zip' and load the extension
2. Press 'Ctrl-Shift-U' key combo

What is the expected behavior?
Expect a file open dialog to appear

What went wrong?
No dialog is opened.  No errors are thrown in the console either.

Did this work before? No 

Does this work in other browsers? N/A

Chrome version: 55.0.2883.87 (Official Build) m (64-bit)  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

This behavior is working in Firefox v51.0.

Able to reproduce the issue on the latest canary(58.0.3012.0) on Windows-10, Linux Ubuntu 14.04 and on Mac by pressing ctrl+shift+u or Cmd+shift+u no file dialog opens.

Same behavior is observed on older chrome version: 40.0.2172.0. Unable to add the above extension on very old version: 30.0.1549.0 on Chrome and Unable to add this on Firefox as getting 'unable to add as this appears to be corrupt' message.

Marking this as Untriaged for more inputs and further investigation of this.

In my testing on a Mac, the command does reach the extension. So it seems the issue is not with keyboard shortcut handling. This can be verified by logging something in the chrome.commands.onCommand.addListener callback. 

@uncled1023: Can you verify the bug once more?

This is a known problem. The issue is not the shortcut handling, but that the dialog isn't shown when the input element is in the invisible background page. 
uncled1023@Could you please confirm are you still facing this issue on latest stable 58.0.3029.81?
Please update the thread if reproducible on stable.
