What's an IG account?

IG = Instagram

but the same thing happens when trying to login to my google account. 

IT does not save user name and password, NOR will it prompt me to save it

Not sure if accidentally hit don't save or never save at some time in the past, but if so- that needs to be changed

the biggest issue is why can't chrome users manually add a password/username to the password list

Also all the settings in my Chrome are set to save passwords and it DOES ask to save for other sites... just not the IG (instagram) and the google account

- which is why I think I must have accidentally said never save- but that is a horrible feature if you can're reverse it somewhere...

You can check at chrome://settings/passwords whether you have clicked to never save passwords for instagram.

as I said above, that box is checked yes to save passwords... and it will NOT ask to save the passwords for my 1 google account (the others it does) or for my one Instagram account (the others it does)

this is not an issue of my having the wrong boxes checked or unchecked.. 

this is an issue that chrome has buried somewhere in the code so that if you tell the pop up box to never save the password for THAT ONE ACCOUNT then it wont ask you again. 

However, It was accidentally told never. I DO want it to save them and it will NOT ask me anymore

the solution is easy but can only be done by developers

You either need to allow users to manually add an account to the saved password list OR you need to offer an easy to reach link that allows you to remove the Never ask again when it is accidentally
 placed on a specific site

the chrome://settings/passwords
box is empty on my account 

and it still does not ask for only 1 of the Instagram (it will ask for a new instagram account or my other accounts) nor will it ask for my 1 google account.. but it will ask for all my other google accounts including any new ones I open

ah, if different instagram accounts are treated differently, this might be an update issue.

Please try the following:
1) Open a new tab and go to chrome://password-manager-internals
2) Open a new tab and login to the instagram account for which Chrome does not offer to save the password.
3) Copy and paste the debug information from the first account here.

For the Google case, the important messages are:

This means that you are logging in with the same Google account which you also use for syncing your passwords (and other profile data). While it is inconvenient not to save here, there is a security reason for this and it is working as intended. Please see https://www.chromium.org/Home/chromium-security/security-faq#TOC-Why-doesn-t-the-Password-Manager-save-my-Google-password-if-I-am-using-Chrome-Sync- for more details.

This does not explain the Instagram case, though. Could you please share the logs for that as well?
