Opening a new window while Chrome is in fullscreen mode doesn't retain maximized status

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:51.0) Gecko/20100101 Firefox/51.0

Steps to reproduce the problem:
1. Open a Chrome window and maximize it.
2. Press F11 to enter fullscreen mode.
3. Open another Chrome window with Ctrl+N.

What is the expected behavior?
The new window should be maximized and its normal/restored size should be the same as the previous window.

What went wrong?
The new window is in its normal/restored state, but it has the same size as a maximized window.

Did this work before? N/A 

Chrome version: 55.0.2883.87 (Official Build) m (64-bit)  Channel: n/a
OS Version: 10.0
Flash Version: 24.0.0.194

What's worse, the original window size is also lost:

1. Open a Chrome window
2. Make sure it occupies only a portion of the screen, resize if needed.
3. Maximize the window.
4. Press F11 to enter fullscreen mode.
5. Open another Chrome window with Ctrl+N.

EXPECTED: the window is maximized like it is when spawning from a non-fullscreen window (step 4 is skipped); unmaximizing it should restore the original unmaximized window size.

OBSERVED: the window size is wrong as it's neither maximized nor its size equals to the original nonmaximized window.

6. Close this new window
7. Press F11 to exit fullscreen mode in the original window
8. Unmaximize the window

EXPECTED: the original size of the window is restored.
OBSERVED: the wrong size is used which equals to the wrong size of the window we just closed in step 6.

Unable to reproduce the issue on Windows 10 using stable-56.0.2924.87 & latest Canary-58.0.3015.0 & reported version-55.0.2883.87 as per the steps mentioned in comment#1.

Followed the same steps from 1 to 8 & observed the intended bahaviour as the original size of the window is restored. 
Please find the attached screencast & update the thread accordingly.

Issue specific to windows 10 & Unable to test this issue on Linux & Mac machines.

My comment #1 was about Windows 7, sorry.
For Windows 10 repro please refer to the original bug description.
