Opening a new window while Chrome is in fullscreen mode doesn't retain maximized status

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:51.0) Gecko/20100101 Firefox/51.0 Steps to reproduce the problem: 1. Open a Chrome window and maximize it. 2. Press F11 to enter fullscreen mode. 3. Open another Chrome window with Ctrl+N. What is the expected behavior? The new window should be maximized and its normal/restored size should be the same as the previous window. What went wrong? The new window is in its normal/restored state, but it has the same size as a maximized window. Did this work before? N/A Chrome version: 55.0.2883.87 (Official Build) m (64-bit) Channel: n/a OS Version: 10.0 Flash Version: 24.0.0.194

Unable to reproduce the issue on Windows 10 using stable-56.0.2924.87 & latest Canary-58.0.3015.0 & reported version-55.0.2883.87 as per the steps mentioned in comment#1. Followed the same steps from 1 to 8 & observed the intended bahaviour as the original size of the window is restored. Please find the attached screencast & update the thread accordingly. Thanks!
