Issue descriptionSteps to reproduce the problem: 1. find a webpage with plain old <audio> tags on it 2. try to scroll the page with your finger 3. realize the page will not scroll if you touched the audio element instead of the blank space between What is the expected behavior? the page scrolls no matter where your finger first lands What went wrong? it does not scroll if, when your finger first lands, it's on a audio element Did this work before? Yes! Device is 2nd generation Moto X. I can provide link to page, but I do not know how to take a video of the screen. I don't have two phones.

I have googled and found that I can use ADB to do this. I've never used any of debugging tools, but I will give it a shot. Stand by.
