Steps to reproduce the problem:
1. Verify URL mailto protocol is set to Outlook in Control Panel
2. Click on mailto link on any webpage
3. if mail handler within Chrome is to to gmail, that does work.

What is the expected behavior?
Should open Outlook as it does for Windows 7 (version 6.1), 

What went wrong?
Does nothing
