Can't Mute tab while broadcasting webcam

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.76 Safari/537.36

Steps to reproduce the problem:
1. Go on tinychat.com/bugexample.
2. Start broadcasting.
3. Tab Mute option is disabled (greyed out.)

What is the expected behavior?
Tab Mute should be available for toggling, as it is when not broadcasting.

What went wrong?
The tab's Mute option should be available, even when broadcasting on webcam. It does work if I toggle it on/off before broadcasting.

Did this work before? No 

Chrome version: 56.0.2924.76  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Tested on Opera, where it does work as expected. Tested in incognito, where it still doesn't work in chrome.

Tested in chrome # 56.0.2924.87 and #58.0.2999.0 on win 7 and not able to reproduce the issue.Please find the screen shots for your reference.

@ phuein:Could you please let me know if i have missed anything and if possible, please check in latest chrome with new profile and without extensions.Let us know the observation of the issue which would help us to triage the issue further.

I'm on Version 56.0.2924.76 and there is no available update. Win 7 64bit like mine? You were broadcasting with your webcam, checking it? It's only bugged during broadcasting.

I'll wait for the next update, and then post again whether it's still bugged or fixed for me, if no further information is available.

Latest Version 56.0.2924.87 still has the bug. I used a VM to run latest Chrome clean, and it still has the bug. While I am !broadcasting! my camera on the site, the Mute tab option is disabled/unselectable.

phuein@: Could you please confirm if the issue is still seen on the latest stable(56.0.2924.87) on your system. If yes, sign out and sign in back to your account and make sure all the extensions are disabled(except for defaults).

The issues still exists in latest stable 56.0.2924.87, even in incognito mode. Manually disabling all extension or signing out from my account is not going to happen, sorry.

Tested in chrome # 56.0.2924.87 and canary #59.0.3033.0 on win 7 and not able to reproduce the issue.Please find the screen cast for your reference.

I have repeatedly and explicitly said the problem happens WHEN I AM BROADCASTING.

I'll provide a video as requested. However, due to this lack of professionalism, I will NOT further test this bug in other chrome versions.

Tested the issue on chrome Stable #56.0.2924.87 and Canary 58.0.3035.0 in Win 10.0 & 7 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed.

Note : Able to reproduce the issue in MAC 10.12 and Linux Ubuntu 14.04.

I would like to add that this also happens when the tab is only using the microphone. For example http://jsfiddle.net/JMPerez/p30pb38z/, the script uses SpeechRecognition to access the microphone and when the tab starts playing audio on your command, the audio can't be muted.

Seeing the same problem on messenger.com (Facebook video call). It only happens in the new tab which opens when you start a video chat.

Chrome Version 60.0.3112.101 (Official Build) (64-bit)
