What steps will reproduce the problem?
(1) Using above combo > open: https://docs.google.com/a/google.com/forms/d/e/1FAIpQLScC65gx_2tm-3fTxqVx5Z2QpzeyPUUJRFLp7I3cP4_rnXZT6g/viewform
(2) Use F to navigate to first form control (first question) > DOWN ARROW through options
(3) F to navigate to next form control

What is the expected result?
#2: DOWN ARROW to navigate through checkbox options
#3: option (checkbox to be focused/uttered)

What happens instead?
#2: Focus moved to next question (options were skipped)
#3: question+option is uttered (but, only checkbox is focused)
