There are several service unit tests scattered around the tree at this point: service_manager_unittests, video_capture_unittests, mus_{foo}_unittests, etc.

It's cumbersome to maintain many different test targets across multiple platforms, and it adds a lot of extra steps to buildbot configurations.

By default, unless there's a good reason to do something else (e.g. a very large number of tests, a custom TestSuite, or other special runtime constraints), unit tests under //services should be stuffed into service_unittests.
