a11y: Page Zoom doesn't respond w/ NVDA

Changing settings
ENTER, SPACEBAR/ ALT+DOWN ARROW on page zoom doesn’t respond

Chrome Version: Chrome 58.0.2994.0
OS: Windows 10
Screen Reader: NVDA 2016.4, JAWS 18.0.2324

What steps will reproduce the problem?
(1) Install NVDA via http://www.nvaccess.org/
(2) chrome://md-settings
(3) Page Zoom

What is the expected result?
Page Zoom to respond w/ NVDA

What is the observed result?
ENTER, SPACEBAR, ALT+DOWN ARROW do nothing w/ Page Zoom

ok, we probably need some aria-live feedback here if <select> itself isn't giving us that

I don't think this should block beta because there is visual feedback (the entire page gets proportionally bigger/smaller) for sighted users / low vision users.  is there a use case for changing zoom for blind users?
