a11y: NVDA requires pressing SPACEBAR 2x to select radiobuttons

Issue description

Changing settings
Checking radiobuttons w/ spacebar fails first time, so requires 2x (on start--3 radiobuttons)

Chrome Version: Chrome 58.0.2994.0
OS: Windows 10
Screen Reader: NVDA 2016.4, JAWS 18.0.2324

What steps will reproduce the problem?
(1) Install NVDA via http://www.nvaccess.org/
(2) chrome://md-settings
(3) H (quick-nav by headings) to "On Start" > SPACEBAR to select radiobutton

What is the expected result?
Radiobutton to be selected

What is the observed result?
Must press SPACEBAR 2x to select radiobutton

hey chaok@: I'm getting slightly different results with ChromeVox(Next) on ChromeOS (58.0.3001.0)

using cvox+n+h to cycle through headers to "On Startup":

-> if I just normal tab order (unmodified Tab), focus moves to the selected radio button option, and up/down/left/right select the other options.

-> when using cvox+left/right/up/down to cycle through options (without actually changing the selected value), cvox+space/enter AND just unmodified space/enter work fine for me.

given that there's a bunch of alternatives here, I'm going to reduce priority (and not block beta) but if you tell me they're really really insufficient, I'll figure something out.

it's also [obviously] very possible that cvox and NVDA/JAWS differ here.

It works as expected with JAWS. If possible, please test with NVDA, and we can file a bug with NV Access if required.

we have very few radio buttons and this isn't that big of a deal

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
