Issue description

Changing settings
ESC should close dialog (i.e. click BACK button)

Chrome Version: Chrome 58.0.2994.0
OS: Windows 10
Screen Reader: NVDA 2016.4, JAWS 18.0.2324

What steps will reproduce the problem?
(1) Install JAWS via http://www.freedomscientific.com/ or NVDA via http://www.nvaccess.org/
(2) chrome://md-settings
(3) Activate*ANY* control that shows more details w/ BACK button

What is the expected result?
ESC to act as "BACK" button

What is the observed result?
Must find BACK button in all of the controls...

so, Esc inside a *dialog* does work like this.

I don't necessarily agree that Esc should should navigate back in a subpage.

I get that the visual/spatial representation may be lost/not matter to all users.

reducing priority because using Alt+left for back (or any other physical or assigned key or device) is a decent alternative.

chaok@: do you have a pointer to the GAR rule that advocates for Esc as a synonym to back?  browsers have traditionally not done this, as far as I know.
