Infobar for WebGL crash is odd

Chrome Version: 55.0.2883.95
OS: OSX

I was on messenger.com and saw an infobar that said:
 
"Rats! WebGL hit a snag. Learn more" (see screenshot)

Clicking "Learn More" took me to the page "Tips & tricks for Chrome": https://support.google.com/chrome/answer/3098656

This is a weird error message and weird link. I also don't know why WebGL was running on messenger.com, nor why it crashed, but those are unrelated to this issue.

Not sure who should own this issue so assigning to rolfe for triage / ccing the right people

owencm - about a year ago a proposal went through UI Review. Not sure of latest status.
