Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.8 Safari/537.36 Steps to reproduce the problem: 1. Open multiple windows 2. Maximize all of them 3. Close Chrome 4. Start Chrome What is the expected behavior? All of the windows restore maximized What went wrong? Only the first window restored maximized Did this work before? N/A Chrome version: 57.0.2987.8 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce the scenario on windows 10 with chrome version #57.0.2987.8 as per steps mentioned in the comment #0, These are the steps followed 1) Opened 5 windows and maximized them. 2) Restart chrome using "chrome://restart" Observed that 5 windows are restored in a maximized mode. Attaching the screen-cast for your reference, could you please look into it and let us know your observations.

I just tried chrome://restart and it still didn't maximize the restored windows. A difference could be that I have two profiles open - one of them restores its windows maximized and the other doesn't.
