[tracking bug] Move notification-looking things into the Ash notification center |

Issue descriptionIn Ash we have a variety of things that can appear above/next to the shelf that look like notifications but do not use the notification center (see blocker bugs). These should be moved into the notification center wherever possible and any resulting legacy code should be cleaned up.
