WebMouseUp events have modifiers set on release

WebMouseUp events have the modifiers set for the button down that is being released in some scenarios.

Correct the modifiers at the construction level instead of masking off bits when the events go into blink.

These values should be DCHECKed. ie; a MouseUp for the left button should not have the modifier set that the left button is down.
