1. Use small workspace (devtools/ folder)
2. Inspect hosted version of devtools, run through all the panels so that bindings all filesystem were created.

Memory after gc:
without persistence 2.0: 70MB
with persistence 2.0: 100MB

it seems like P2.0 fetches all the script and css content upon enabling, which is unacceptable. There are pages with 20MB emscripten files, etc. We should do the opposite - make everything we can to minimize performance traffic and overhead.
