Downloads folders strings are inconsistent

Issue description

With the new addition of Android media files folders we now have one "Downloads" folder and multiple "Download" folders. It would be great to make the strings consistent and always use "Downloads".

@nya - I think this discrepancy is a result of the Android file system calling their folder "Download" vs. "Downloads". Is it possible to align this on the Media View side?

The problem is not fixed by simply rewriting "Download" to "Downloads". The more fundamental problem here is that the directory name is not i18n'ized.

But it's the way Android media providers work today. For example, I'm using my Android phone with Japanese locale, but my downloaded files are labeled as "Download", instead of Japanese label.

My suggestion is to leave it just as-is for now. But if we fix it, I guess we should rewrite "Download" to i18n'ed "Downloads" in Android Media Provider (not in Chrome) so that the same label is shown in Android UI too.

Thanks for the background! I agree that we should leave it as is for now. I'll note this as something to address as we move forward with bringing the Android/Chrome OS file systems closer together.
