Steps to reproduce: 
- Go to https://news.google.com/news/amp?caurl=http%3A%2F%2Fthehill.com%2Fhomenews%2Fadministration%2F316411-surprise-trump-doing-what-he-said-he-would%3Famp#pt0-572154
- Scroll up and down

Observed behavior: 
- I can scroll down the page. But I can't scroll back up. And if I scroll down and up without lifting my finger, it works. 

Expected behavior: 
- Scrolling should work normally

Additional comments: 
- Issue doesn't happen on Safari
- If you access the page using the canonical URL, it doesn't have this issue
- Not all AMP pages have this issue
