URL in omnibox misaligned in RTL locale

Issue description

Chrome Version: 57
OS: iOS

What steps will reproduce the problem?
(1) Set device to RTL locale
(2) Visit http://http-login.badssl.com/

What is the expected result? What happens instead?

The padding on the left side of the omnibox seems to be too small. See attached screenshot (iPhone 5S). Thanks for looking into this!

Do we know if this works the same in M56 and before?

This bug is also keyboard dependent. Which keyboard was in use when this happened?

What is the expected padding?
The padding should be identical to the standard (LTR) omnibox.

this might be a good first omnibox bug to look at for stk@.

I guess kTextAreaLeadingOffset needs to change when in RTL, for some reason.

Still relevant with the old UI, but very minor. Not relevant with the new UI.
