Issue description

As per feedback in https://codereview.chromium.org/2474943002/ convert PageLoad.Clients.DocWrite.Block.Count and PageLoad.Clients.DocWrite.Block.ReloadCount to the same enum as is used for PageLoad.Clients.DocWrite.Block.SameSiteDiffSchemeCount.
The corresponding booleans will also then change to an enum flag.
