Non-regression: SE-resize cursor is missing in crbug.com

Issue description

Chrome Version: 57.0.2987.13 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and login to crbug.com >> Open any bug and place mouse cursor on southeast region of any comment box and observe

Expected: SE-resize cursor should be present on hovering on resizable areas.
Actual: Instead default mouse pointer doesn't change to se-resize mouse pointer.

This is a Non-regression issue as same behaviour is seen from M35 series.

NOTE: This issue works fine in Firefox.

Able to reproduce the issue on Mac 10.12.2 using 57.0.2987.13 and canary 58.0.2994.0.

Note: Able to resize the edit-box except the mouse pointer remains normal.
