Transform PowerUsageMonitor to consume battery information via the Device Service

//chrome's PowerUsageMonitor (https://cs.chromium.org/chromium/src/chrome/browser/power_usage_monitor/power_usage_monitor.h?q=PowerUsageMonitor&sq=package:chromium&l=33) uses the BatteryStatusService singleton. This class should instead be transformed to consume battery information via the Device Service.

We can do this work once BatteryMonitor interface gets being hosted in Device Service.

OK I found that PowerUsageMonitor feature has been removed completely by https://codereview.chromium.org/2716593006 recently... So we're released from this issue now.
